However, there is said to be hope that Arsenal can quickly reach an agreement with the Blues on a final fee to secure the signing.

According to the Daily Mail, they are doing just that, as a new offer has been made for a total value of £60m, split between £55m in guaranteed fees and £5m in add-ons.

The report adds that a broad agreement has been reached with the player himself on the terms of the personal contract.

His position appears to be that he also wants the move to Arsenal which could potentially only push the transfer further and bring it closer to completion.

It remains to be seen whether Chelsea will accept the new verbal offer before more specific details are worked out as it falls short of the current valuation.

Arsenal, Chelsea and Tottenham – along with all other Premier League and EFL clubs – will be significantly affected by the latest rule change the FA has agreed with the UK government.

The summer transfer window is expected to be one of the busiest ever and English teams now have more freedom to find new players.

The FA has reached an agreement with the Home Office which allows the points-based system to be skipped for up to four re-registrations who do not meet the requirements of the international visa system.

Previously, foreign players needed a certain number of support points from the governing body to be allowed to play in the Premier League.

Now each Premier League and Championship club will have four places to get around this rule, while League One and Two clubs are only allowed two signings who don’t meet the points criteria.

A statement from the FA said: “The additional access will allow clubs playing in the English league to sign a number of players who do not meet current points requirements.

There is a maximum of four players available for Premier League and Championship teams and two for League 1 and 2 teams.

“The number of players a club can sign is proportional to the number of English players they play. While each club is allocated a minimum of two player places in the first season, they are allocated between zero and four depending on the season.” Number of England players to play in future seasons.
